Uses the RFC 4648 alphabets. Decoding accepts either letter case and whitespace, but checks padding and unused bits. Decoded bytes must be UTF-8. This is data encoding, not encryption or a one-time-password generator. Text limit: 2 MiB; encoded input limit: 4 MiB.
